The increase in the price of fuel supplied to power plants since the beginning of November has resulted in changes to consumers' electricity costs. According to Ehsan Zabehizadeh, spokesperson for the electricity industry, the cost of power plant fuel in electricity bills is calculated in a tiered manner, and the amount of increase in payments by consumers depends on their consumption level.

New Guidelines for Calculating Fuel Costs

Zabehizadeh explained these changes: "Following the increase in the price of fuel supplied to power plants and the announcement of fuel certificate prices by the Ministry of Oil, the ceiling price of electricity in the wholesale market has increased." According to the executive guidelines of Articles 8 and 9 of the program subject to Article 10 of the Law on Removing Barriers to the Development of the Electricity Industry, a working group consisting of representatives from the Ministries of Economic Affairs and Finance, Oil, and Energy, and the Organization of Planning and Budget has determined the application of fuel prices in consumers' bills.

How Fuel Costs Are Calculated for Residential Consumers

The fuel rate for residential consumption is determined based on consumption patterns. Residential consumers whose electricity consumption falls within the pattern range will face the least increase in costs. Additionally, the conditions of tropical regions and the differences in electricity consumption in these areas compared to other regions are taken into account in determining rates. Zabehizadeh emphasized that low-income consumers under the coverage of the Imam Khomeini Relief Committee and the Welfare Organization are exempt from paying power plant fuel costs.

Revenue from the increase in power plant fuel prices will be allocated to cover the cost of transporting fuel to power plants, developing the steam section of gas power plants, and increasing the efficiency of existing power plants. These actions will help increase the country's electricity production capacity and improve the efficiency of power plants without the need for more fuel consumption.

This winter, the Ministry of Energy is working to ensure electricity supply for industries, and given the country's electricity production capacity, there will be no limitations on electricity supply for industries if fuel for power plants is adequately supplied. However, in the event of a gas supply limitation or a decrease in liquid fuel reserves, consumption management plans for different groups of electricity consumers will be inevitable.

Finally, Zabehizadeh emphasized that the Ministry of Energy is striving to mitigate the effects of fuel limitations on electricity supply for industries by accelerating the development of the steam section of gas power plants and defining 60 operational measures to get through this winter.
