Chitgar Forest Park, one of the most important green spaces in Tehran, is facing serious challenges due to pest infestation and tree cutting. Recent aerial images show extensive tree cutting in this park, raising questions about the responsibility and fate of these spaces. Has urban management been negligent in this matter?

Responsibility of the Municipality and the Natural Resources Organization

The Tehran Municipality, as the operator of forest parks, has no authority to make any alterations in these spaces. Mohammad Saber Bagha Khanipour, the Director General of Environment and Sustainable Development of Tehran Municipality, emphasizes that the ownership and primary management of these parks lies with the Natural Resources Organization. Therefore, any tree cutting and relocation can only be done with the permission of this organization.

Bagha Khanipour explains that trees designated for cutting are marked by the Natural Resources Organization, and the municipality cannot arbitrarily cut down any tree. This highlights the complex management structure and responsibilities in this area.

Reasons for Pest Infestation and Management Issues

There are differing opinions regarding the reasons for pest infestation in trees. Some experts cite a lack of coordination between agencies as the main factor. Alireza Nadali, spokesperson for the Tehran City Council, states that cooperation between agencies such as the Natural Resources Organization and the Water and Wastewater Company has not been properly executed, and the lack of coordination has led to damage in forest parks.

On the other hand, two main viewpoints are presented in this regard: one is negligence in watering the trees, and the other is delays in pest control through the cutting of infested trees. Mehdi Babaei, a member of the City Council, emphasizes that the watering issue is not limited to just Chitgar and Sarakheh Hasar forest parks, and he does not hold the municipality responsible in this regard.

Bagha Khanipour also refers to the problems that existed at the time of creating forest parks. He explains that the use of non-native species and the lack of biodiversity in tree planting are among the mistakes that we are witnessing the effects of today. Non-native trees age faster and are more vulnerable.

Pest of Bark Beetle and Its Impacts

Currently, Tehran is facing a bark beetle pest, which has increased the vulnerability of trees due to their non-native nature. Bagha Khanipour emphasizes that climate changes and reduced rainfall have also exacerbated this situation. This pest can spread rapidly among trees, and if effective measures are not taken, it can cause serious damage to Tehran's green spaces.

Ultimately, given the current conditions, there is a need for greater coordination between agencies and the adoption of swift and effective decisions for the revival of Tehran's forest parks. This issue will not only help the health of Tehran's environment but will also impact the quality of life for citizens.
