Mohammad Akhoundi, the head of the Program and Budget Commission of the Islamic City Council of Tehran, in his pre-agenda speech at the 442nd council meeting, referred to the importance of financial oversight over the municipality's performance and provided a report on the actions of the sixth term of this council. He stated that in this term, 115 accountants have been approved, and these individuals have important responsibilities in terms of financial transparency of the municipality.
Financial Oversight and Reporting
Akhoundi further stated that after the selection of accountants, they are required to provide monthly and continuous reports to the City Council. These reports include financial matters of the districts, organizations, and companies under the municipality. The head of the Program and Budget Commission also mentioned the preparation and reading of 10 periodic reports on the municipality's financial performance, which have been sent to the Ministry of Interior from the second half of 2021 to the first half of 2026.

He also added that since the beginning of the council's activities, 62 monthly treasury reports have been submitted. Akhoundi emphasized that the council's oversight is carried out in three different stages: before spending, during spending, and after that. This oversight particularly includes the approval of the fourth municipality program and annual budgets, which are considered the main tools for ex-ante oversight.
Strengthening Oversight and Approving Regulations
Akhoundi further listed the approval of financial and transactional regulations for the organizations affiliated with the municipality, as well as separate regulations for the Investment Organization and the Property Organization as other actions of this term. According to him, 9 charters of the municipality's companies have been approved in the council, and two more charters are on the agenda. However, he noted that the municipality has not yet submitted the charters of 11 companies for review and approval to the council.
The head of the Program and Budget Commission of the Tehran City Council also referred to project control reports as a tool for increased oversight, stating that these reports examine the allocated budget and the physical progress of projects. In this regard, a committee for allocation and prioritization of projects has also been formed to closely follow up on collaborative projects and financial matters raised in the notices and questions of council members.
Akhoundi emphasized that these actions are the result of the collective work of the members and commissions of the sixth council, stating that despite the progress made, there are deficiencies in the council's financial oversight that can be strengthened. These remarks reflect the council's determination to improve transparency and financial oversight in the Tehran municipality.
