Narges Soleimani announced during the 442nd public session of the Islamic Council of Tehran that 50 construction projects have been identified that are on the verge of opening. These projects, which have remained from previous periods at various scales, can be utilized as a collective and synergistic achievement for urban management.
Increased Utilization of Projects by the End of Winter
Soleimani pointed out that 80 percent of small and medium projects have over 70 percent progress, stating that with prudent resource allocation, it is possible to utilize these projects before the end of winter. She emphasized that this action could lead to a fruitful year for urban management and the improvement of citizens' lives.
Projects Not Requiring Additional Funding
The head of the Oversight and Legal Commission of the Tehran City Council referred to the categorization of projects, stating that nearly 20 identified projects do not require any additional funding requests and can be completed with the swift allocation of cash. These projects can reduce the financial burden caused by delays. Additionally, about 30 other small and local projects have a budget of approximately 350 billion tomans available for utilization.
Soleimani also referred to the status of major projects, mentioning that five key projects with a budget of 6 trillion tomans are awaiting allocation, and with smart management and allocation, the utilization of one to two projects among them could be feasible.
The Need for Transparency and Prioritization of Projects
A member of the Tehran City Council emphasized the necessity of clarifying the nature of each project's needs, stating that it should be determined whether the bottleneck of each project is due to a funding shortfall, lack of liquidity, or implementation obstacles. She suggested that projects with insurmountable execution barriers should be temporarily deprioritized so that limited urban resources can be allocated to the highest priorities.
In conclusion, Soleimani reminded the head of the Islamic Council of Tehran that the method of calculating the percentage of physical progress and expenditures of projects should be standardized and clarified once and for all. She stressed that the current heterogeneous methods hinder accurate assessment by oversight bodies and the executive management of the city.
