The head of the Health, Environment, and Urban Services Commission of the Islamic City Council of Tehran announced that Tehran has about 2,400 parks, stating that over 140 new parks have been established during the current urban management period. However, the two neighborhoods of Nabi Akram in District 14 and Forouzeh in District 11 still lack parks.

Efforts to Create Green Space in Nabi Akram

He pointed out that this issue has been raised with the Tehran Municipality, adding that it has been suggested that if suitable land for park construction is not available in these neighborhoods, the municipality should acquire residential properties or existing lands to facilitate the creation of green space. The head of the Health, Environment, and Urban Services Commission of the Tehran City Council stated that this issue has been previously raised and followed up on, saying that despite the information provided and the follow-ups conducted, no effective action has been taken in this regard so far, and we hope the municipality will take action soon to secure land and establish parks in these neighborhoods.

Acquisition of the Old Shir Dam Bathhouse in District 14

According to explanations provided by the District 14 municipality, in the Nabi Akram neighborhood, there are 20 streets and alleys from the southern boundary of the Imams to before Golnama Park, all of which are residential. In this area, there are several schools and an old bathhouse named "Shir Dam". The District 14 municipality has announced that the proposal regarding the Shir Dam bathhouse has been submitted by this district to the Gardens Commission, which has also agreed to follow up on the acquisition of the property.

The area of the property in question is about 1,600 square meters, consisting of commercial units, the old bathhouse, and an elementary school. Following the follow-ups conducted by the district's property office, a file for the property has been created, and agreements have been reached with most owners for the transfer of the property; however, some commercial units are still excluded from this agreement.

One of the obstacles to implementing this plan is the current use of the property. According to the District 14 municipality, the land use is currently educational, and with the approval of the main owner, correspondence has been made with the local education department to obtain the necessary consent to change the educational use and to present the matter to the Article 5 Commission for a change of use.

However, according to the District 14 municipality, despite multiple visits by the owner to the education department, the consent of this department for changing the use of the property has not yet been obtained. Additionally, the status of the Forouzeh neighborhood park in District 11 is currently unclear.
