The "Goharshad" plan has been launched as one of the cultural and social programs of the Tehran Municipality. According to municipal officials, this plan is designed to enhance social and cultural resilience in the community and emphasizes the necessity of attention to cultural and social responsibilities alongside organizational duties.

Main Pillars of the "Goharshad" Plan

Mohammad Teyeb Sahraei, the Director General of the Mayor's Office in Tehran, stated that the implementation of this plan requires a focus on three essential components: insight, inclination, and behavior. He explained that to create sustainable changes in individuals' behavior, especially within the family environment, attention must be paid simultaneously to behavior modification as well as the enhancement of individuals' insight and inclination.

Sahraei also referred to the existing challenges in society and emphasized that the enemies of the system are seeking to weaken the resilience of the people. He noted that in the current circumstances, the Tehran Municipality must pay special attention to strengthening community resilience and reducing economic and social pressures.

Focus on Family as the Main Axis

The Director General of the Mayor's Office in Tehran introduced the family as one of the most important battlegrounds between the forces of good and evil. He said: "The role of the father in the family is like a strategic peak that both sides are trying to conquer." Sahraei also mentioned media activities and stated that the enemy seeks to dismantle the family foundation by belittling the role of the mother and undermining the position of the father in media content.

Furthermore, Sahraei discussed the six main strategies of the "Goharshad" plan, which include a proactive approach, public participation, internal organizational reform, and collaboration with media and cyberspace alongside field actions. He emphasized the necessity of vigilance in facing cultural threats and urged officials to design coherent programs to counter these threats using the cultural and social capacities of the municipality.

Necessity of Strengthening Cultural Activities

Mohammad Ayini, the Mayor of District 12 in Tehran, also emphasized the importance of strengthening cultural and social activities during this meeting. He referred to the noble verse "Those who, if We establish them in the land, establish prayer," highlighting the role of prayer and spirituality in increasing people's resilience. Ayini also pointed out the necessity of vigilance, planning, and greater preparedness to face rival cultural activities, stating that cultural actions can have extensive impacts at both regional and international levels.

He also stressed the need for all managers and staff to play an active role in the cultural domain and said: "Programs and investments by the Tehran Municipality should be designed to strengthen the Iranian-Islamic lifestyle and provide effective cultural services to citizens."

In conclusion, District 12 was introduced as the main arena for the activities and services of district managers, and coordinated efforts to enhance cultural activities in this area were emphasized so that these actions ultimately contribute to the cultural and social elevation of Tehran.
