Keramat Veys-Kermani announced in his recent press conference the new refueling plan in Tehran, designed to identify refueling with free cards from the stations. This plan aims to optimize gasoline consumption and increase the use of personal fuel cards.
Emphasis on Using Personal Fuel Cards
Veys-Kermani pointed out the government's and the Ministry of Oil's policies for managing gasoline consumption, stating that the legislator's and the Islamic Consultative Assembly's goal is to increase the use of personal fuel cards and reduce the use of free cards from the stations. From the beginning of September to the 16th of this month, an average of 144 million liters of gasoline has been consumed daily in the country, of which 59% was refueled using personal fuel cards and 41% with free station cards.
Details of the Refueling Identification Plan
The CEO of the National Iranian Oil Products Distribution Company added that using personal fuel cards allows for easy identification and review of information related to the vehicle, its usage type, the refueling station, and the amount of fuel received. In contrast, free station cards do not provide accurate information about the refueler and only relate to the amount of fuel delivered and the station.
Veys-Kermani emphasized that the implementation of the identification plan for refueling with free station cards has begun in Tehran, and currently, 250 out of 360 fuel supply stations in this province have been equipped with the necessary infrastructure. This plan is in the pilot phase, aiming to assess the system's performance and identify the usage pattern of free cards.
Legal Foundations and Objectives of the Plan
Veys-Kermani further referred to the legal foundations of this plan, stating that the Cabinet's resolution issued in December 2025 aims to maximize the use of personal fuel cards and prevent an increase in gasoline imports. Additionally, the three-tier pricing plan for gasoline has also been implemented within the framework of these policies.
This senior manager emphasized the importance of more accurately identifying refuelings, stating that new infrastructures have been created to identify the identity of refuelers. Vehicle owners' information has been obtained from the Central Bank and registered in a new independent system to enable the identification of individuals visiting the station.
Expected Results from the Implementation of the Plan
With the implementation of this plan, it is expected that the share of refueling with free station cards will be minimized, gradually moving towards greater use of personal fuel cards. This action can help better manage gasoline consumption and reduce issues related to refueling.
