Nasser Amani, at the four hundred thirty-seventh session of the Tehran City Council, expressed concern about the state of green spaces, pointed out the reduction of powers for districts in this area, and called for fundamental changes to improve green space management.
Reduction of District Powers and Its Impacts
Amani stated that the responsibility of water experts in districts has been eliminated and is now assigned to the Parks Organization, noting that this change has led to problems in water piping. He added: "Water piping by districts has been prohibited, and accordingly, only the organization should carry out this work in a coordinated manner."

A member of the Tehran City Council also referred to the staffing of green spaces and said: "Unfortunately, the contract for purchasing flowers and plants from districts has been eliminated, and these actions have led to a reduction in the analysis of green spaces in the districts." He emphasized that this trend could have adverse consequences for the city's green spaces.
Financial Challenges and Their Impact on Contractors
Amani further pointed to the financial problems faced by contractors, stating that despite 70 to 80 percent of their wages being paid, 20 percent remains unpaid. This delay in payments, along with insurance costs and other factors, prevents contractors from adequately maintaining and preserving green spaces.
He also requested the Mayor of Tehran to utilize specialized and experienced personnel in appointing managers in the field of green space. Amani warned: "If the current trend continues, the disasters of Chitgar and Sorkheh Hesar will occur in other parts of the city as well." His opinion clearly reflects his deep concern about the current and future state of green spaces in Tehran.
Ultimately, Amani called for serious attention to the proper and effective management of green spaces in Tehran and emphasized the need for a review of policies and decision-making. He believes that only by increasing the powers of districts and utilizing specialized personnel can the situation of green spaces be improved and the quality of life for citizens enhanced.
