Mahdi Pirhadi, the head of the Health, Environment, and Urban Services Commission of the Islamic City Council of Tehran, emphasized the necessity of preparedness before heavy rainfall in the 435th council meeting. He appreciated the performance of the districts during the recent rainfall, stating that although there was relative preparedness for light rain, preventive measures by Tehran Municipality are necessary given the forecasts of heavy rainfall and increased surface runoff.
Preventive measures to ensure citizens' safety
Pirhadi stated that preventing incidents caused by rainfall should not be postponed until the crisis occurs. He urged urban management to clear and dredge the passageways, remove blockages in the canals, and prepare the channels and drainage openings for surface water collection. These measures can play a significant role in preventing floods and waterlogging.

Thorough analysis of citizens' messages
The head of the Health Commission also called for a thorough analysis of citizens' messages in the 137 system, stating that areas that experienced waterlogging in past rainfalls should be identified and necessary actions taken to resolve their issues. This matter highlights the importance of communication and cooperation between citizens and urban management in preventing incidents.
Pirhadi also emphasized the necessity of identifying and removing physical obstacles, including construction debris and civil engineering equipment, that obstruct surface runoff. He added that full coordination with crisis management organizations, fire departments, and meteorological services is also essential for ensuring citizens' safety. This coordination can help reduce damages caused by heavy rainfall.
Finally, Mahdi Pirhadi called for a detailed report on the actions taken, identified high-risk areas, and the level of readiness of the districts to be presented to the Islamic City Council of Tehran as soon as possible. This report can play a key role in future planning for crisis management and protecting citizens.
