Mahdi Chamran, the head of the Tehran City Council, elaborated on the details of the Zero Inflation Plan to reporters on the sidelines of the 435th session of the City Council. He emphasized that this plan is being implemented to prevent price increases in Tehran and does not require government funding.
Details of the Zero Inflation Plan
Chamran pointed out that the mayor of Tehran's proposal to select two representatives from the engineering company of the municipality is on the agenda, explaining that the selection of the deputy accountant and the naming of streets will also be discussed in this meeting. Regarding the Zero Inflation Plan, he stated: "Necessary actions have been taken to prevent inflation, and where council approval is needed, these approvals will be obtained."

He referred to the lower prices offered at fruit and vegetable markets and Shahrvand stores, adding: "Prices at these markets are 30% lower than the market." Additionally, Chamran noted that the municipality has received assistance from the Central Bank for foreign purchases and the allocation of fixed currency, and domestic bulk purchases have largely been completed.
Price Management and Provision of Goods
Chamran emphasized that the government has no budget to support this plan, stating: "This matter does not require a budget, and the municipality manages the purchasing and distribution of it." He also mentioned the issue of paying 4 million tomans to those born in 1405 and called for an examination of the financial sources for this payment.
The head of the Tehran Council expressed hope that the management of goods for a period of six months would have an impact on stabilizing the market. He also explained that the plan is designed for Tehran citizens and purchases will be made using national ID cards. Residents of Tehran can provide their addresses and make their purchases through the Shahrzad system and Shahrvand stores and markets.
Monitoring Taxi Rates and Council Elections
In another part of his remarks, Chamran referred to the issue of holding council elections, saying: "We do not know what benefit they gain from announcing different dates. Our dear friends announce various dates, and it is better not to comment on this matter until the official announcement is made." He added that councils should carry out their work, and announcing unofficial news is not desirable.
Chamran also responded to a reporter's question about taxi fare increases by some drivers, stating: "There should be adequate oversight by the taxi organization. Taxi fares are increased once a year based on the council's approved rate, and the municipality has not proposed any fare increases."
He concluded by mentioning the personalization of ticket cards, saying: "If ticket cards are personalized, this could be a good thing." He emphasized that using the national ID card as a ticket card could help reduce the number of cards individuals need, and this is a positive step.
