Dollar loans have been granted by the three banks of Tejarat, Saderat, and Mellat to a limited number of companies. This is clearly evident from the latest published information on the current large facilities of the banks. According to the data, the five largest recipients of dollar facilities from each bank have allocated a significant portion of the total foreign currency resources to themselves.
Tejarat Bank and Large Facilities

The five companies with the highest loan amounts are, in order, Gachsaran Petrochemical, Golgohar Mining and Industrial, Bidboland Gas Refinery of the Persian Gulf, Tabriz Food Industries Group, and Arin Tak Ceramics. These statistics indicate that over 75% of Tejarat Bank's dollar facilities are held by the five largest recipients.
Saderat Bank and Major Beneficiaries
Saderat Bank has also provided a total of 88.4 trillion tomans in dollar facilities to 35 beneficiaries. An examination of these facilities indicates that the National Iranian Oil Company ranks first among the recipients with 41.7 trillion tomans. The Tehran Urban Railway also stands second with 24.3 trillion tomans.
The repayment period for these facilities is one year for the National Iranian Oil Company, two years and six months for the Tehran Urban Railway, and one year for Iran Aluminum. Additionally, the facilities for the Persian Gulf Oil and Gas Development Group include various contracts with different repayment periods.
Status of Mellat Bank Facilities
Mellat Bank has provided a total of 49.1 trillion tomans in dollar facilities to 15 companies. The five largest recipients of these facilities include Mapna Oil and Gas Development, Tabriz Petrochemical, Kermanshah Municipality, Pars Isotope, and Tabriz Municipality. Mapna Oil and Gas Development tops this list with 7.8 trillion tomans.
The repayment period for these facilities is set at 7 years for Mapna Oil and Gas Development and 6 years for Tabriz Petrochemical. The total facilities received by these five companies reach 24.1 trillion tomans, which constitutes about 49% of the total dollar facilities of Mellat Bank.
This situation indicates a high concentration of dollar facilities in the hands of large companies and a few beneficiaries, a matter that could have significant implications for the market and the country's economy.
