Alireza Kazemi, the Minister of Education, answered questions from Rouhollah Najabat, the representative of Shiraz, and 31 other representatives regarding the teacher selection process in a public session of the Islamic Consultative Assembly. He mentioned the large number of applicants who approached the ministry at the beginning of the 12th Parliament and the 14th Government, and announced efforts to address their requests and complaints.
Teacher Selection Process and Transparency in Decisions
Kazemi emphasized the main goal of the Ministry of Education in selecting the best and most qualified individuals for the teaching profession, stating that this process should be conducted according to the Teacher and Education Staff Selection Law approved in 1995. He explained that the evaluation of general qualifications is done as either approved or not approved, and scoring in the selection process is not a criterion for action.

The Minister of Education added that if an applicant meets the scientific evaluation criteria but their qualifications are not approved in the initial selection stage, they can pursue the first and second review stages as well as the Administrative Justice Court. Kazemi also referred to the process of inquiries from four authorities and in-person interviews, stating that all these stages are carried out with precision.
Results of Administrative Justice Court Evaluations
Kazemi continued by mentioning the results of the Administrative Justice Court's reviews of rejected applicants' cases, stating that in some instances, rulings have been issued in favor of rejected individuals. According to statistics, about 55% of referred cases in 2023 and 27.7% of rulings related to referred cases in 2024 were issued in favor of individuals who had been rejected in the selection process.
He also expressed gratitude for the support of parliament and government representatives for the country's education system, stating that despite difficult conditions, the previous school year and the beginning of the new school year have been passed with relative calm. Kazemi mentioned the participation of school-building benefactors, adding that this participation has led to the construction of over 4,700 educational units and an increase in the per capita educational space.
The Minister of Education also referred to various actions taken by this ministry, including the reconstruction of damaged educational units, the smartening of classrooms, and the increase of sports space in schools, and took pride in the improvement of the country's educational indicators. Kazemi concluded by emphasizing the importance of narrating the war and cultural and educational activities in schools, stating that these actions have been priorities for the Ministry of Education in the country's sensitive conditions.
