Abbas Basafa, the manager of the intelligent fuel system at the National Oil Products Distribution Company, announced the launch of a new plan for identifying emergency fuel cards at 54 selected stations in Tehran. In this plan, drivers must first obtain a password using their bank card to use the fuel station card and then refuel at the third rate.
More Precise Monitoring of Refueling
Basafa, in a television program, highlighted the benefits of this plan, stating: "This method allows for more precise monitoring of refueling, identifying potential violations, and managing the allocation and withdrawal of fuel." He explained that in the new method, applicants can visit the station and use the relevant device to present their bank card and select the amount of fuel they need. This process takes less than 10 seconds.

Identifying Violations and Increasing Transparency
The manager of the intelligent fuel system stated that before implementing this plan, it was not possible to monitor some violations in this way, adding: "Now it is possible to determine how many times each individual has refueled, at which station, and how much fuel they have taken since the plan's implementation." Basafa also noted that the recorded information allows for analyzing individuals' refueling patterns and the performance of station operators.
He emphasized that the goal of implementing this plan is to increase transparency, prevent violations, and manage the allocation and consumption of fuel more accurately. Basafa pointed out that no new restrictive policies have been applied within the framework of this plan yet, adding: "Currently, the refueling process is carried out as usual, and the necessary information for future decision-making is being collected."
The manager of the intelligent fuel system also referred to the expert backing of this plan, stating: "The implementation of such a project relies on the approximately 25 years of experience of the intelligent fuel system experts. Various proposals are reviewed before implementation, but operational evaluation of the plan and identifying execution challenges is also important."
He did not rule out the possibility of shortcomings in the implementation of the plan, saying: "There may be issues during the implementation stages, but these will gradually be identified and resolved." Nevertheless, Basafa emphasized the importance of this plan and its impact on transparency and fuel consumption management.
