The transfer of gasoline quota from fuel cards to bank cards has reached a new stage. According to Reza Sepahvand, spokesman for the Energy Commission of the Parliament, the pilot implementation of this plan will begin at the start of October in 5 provinces of the country and, if successful, will gradually be implemented in all provinces by the end of the year.

Necessary infrastructure for quota transfer

Reza Sepahvand explained that a meeting was held with representatives from the Ministry of Economy, the National Oil Refining and Distribution Company, and the Court of Audit, and the necessary infrastructure for implementing this plan has been prepared. So far, the transfer of quotas has been examined in several stations on a trial basis.

According to the executive regulations of this plan, the issue does not end with paying for gasoline with a bank card, but the fuel quota switch will be responsible for maintaining information and calculating and allocating the quota. In this regard, the Ministry of Economy, along with the Ministry of Communications and the National Distribution Company, is responsible for creating this switch, and the possibility of transferring the quota from fuel cards to bank cards has also been anticipated.

Possibility of registering third-party bank cards and transferring quotas

One important aspect of this plan is that it allows for the registration of a bank card belonging to someone other than the vehicle owner for using the vehicle's quota. Additionally, in the event of a change in vehicle ownership, the quota will be transferred to the new owner.

Malek Shariati, head of the working group for implementing the seventh program in the energy sector, has announced that the Ministry of Economic Affairs and Finance is responsible for implementing the fuel quota switch and must obtain vehicle and owner information from the National Oil Refining and Distribution Company, the Law Enforcement Force, and the Central Insurance. Furthermore, the Ministry of Economy is required to provide a report on the operational implementation of the plan in 5 provinces.

In this process, information related to vehicle ownership and national ID will be obtained from the relevant agencies, and the Central Bank must enable the identification of the national ID associated with the bank card for the system. This plan does not mean the immediate elimination of fuel cards, and smart fuel systems and the quota switch are anticipated to work alongside each other.

Additionally, alongside this plan, the issue of electronic fuel bills has also been put on the agenda. The Ministry of Economy, along with the Ministry of Oil and the Central Bank, is tasked with creating innovative payment methods and issuing bills for using the quota. Finally, discussions regarding diversifying the fuel basket and CNG consumption were also addressed in this meeting.
