Tuition fees for international students at Iranian universities are determined based on the currency exchange rate of the currency exchange center. Considering the approximate rate of 180,550 tomans per dollar at this center, the annual tuition for medical students amounts to about 541 million to 1 billion 264 million tomans.
Tuition Calculation Method and Deposit into University Accounts
According to the resolution of the Cabinet, selected banks appointed by the Central Bank are required to receive foreign currency from international students and other visitors referred by universities and educational institutions. This currency is deposited daily into the universities' dedicated foreign currency accounts at the Central Bank. The Central Bank is also obligated to calculate the universities' foreign currency revenues based on the currency exchange rate and deposit them into the special revenue accounts of these universities according to the schedule announced by the General Treasury of the country.

Dollar and Euro Rates in the Market
According to existing reports, the dollar rate at the currency exchange center is about 180,550 tomans and the euro is about 202,000 tomans. These rates directly affect the rial value of foreign currency tuition fees. The amount of tuition for international students also depends on the field of study, academic level, and regulations of each educational institution. Generally, the annual tuition for international students in medical fields is estimated to be between 3,000 to 7,000 dollars on average.
Calculating these amounts based on the dollar rate of 180,550 tomans, the annual tuition for medical students approximately reaches the following figures:
- 3,000 dollars: about 541 million tomans
- 7,000 dollars: about 1 billion 264 million tomans
These figures are just examples of calculations based on the dollar rate and do not imply that the tuition is the same across all universities or medical fields.
Background of Accepting International Students
The possibility of accepting international students and charging tuition from them in Iran has a long history. In 2001, with the approval of the law regulating part of the financial regulations of the government, universities and higher education institutions were allowed to accept international students to cover part of their costs and charge them tuition. The new resolution also precisely specifies how to receive, convert, and deposit foreign currency funds, aiming to transfer the amounts received from international students to the universities' accounts through designated banking channels.
Considering the calculation of foreign currency tuition based on the currency exchange rate, fluctuations in exchange rates directly affect the rial equivalent of universities' foreign currency revenues. Additionally, the amount of tuition paid by international students remains dependent on approved tariffs, field of study, academic level, and the regulations of each university.
