Abdulmajid Rahmani, CEO of the Welfare, Services, and Social Participation Organization of Tehran Municipality, has detailed the activities of this organization in supporting homeless individuals and those sleeping outdoors. These efforts have been strengthened in recent years, especially during the new urban management period, and have contributed to the development of social services for this vulnerable group.
Increase in Shelter Facilities
Currently, 15 shelters or warm houses are active in Tehran, with a capacity to accommodate 1,200 people. These centers provide services to beneficiaries throughout the year. Previously, beneficiaries would stay in shelters at night and leave in the morning after breakfast. However, for the past two years, the shelters have operated 24/7, allowing beneficiaries to rest during the day as well.

Specialized Classification of Beneficiaries
The Welfare, Services, and Social Participation Organization of Tehran Municipality is working to create an appropriate classification for accepting beneficiaries in shelters. The main priority of this organization is to provide refuge for homeless individuals who are preferably not addicted. To offer more specialized services, beneficiaries are divided into different groups based on age, employment status, and varying needs. This method helps the organization to provide better social work support, mental health services, and other services.
Additionally, for those who have families, arrangements are made for their acceptance and return to their families in Tehran and other cities. In later stages, it is planned to separate individuals with addiction from other beneficiaries and provide them with services in more specialized centers. These actions not only help improve the living conditions of homeless individuals but also protect society from the social harms arising from this situation.
Abdulmajid Rahmani further pointed out the existing challenges in this area, stating: "We always face challenges in securing financial and human resources, but we are determined to provide these services in the best possible way." Given these challenges, Tehran's urban management is seeking solutions to improve the living conditions of homeless individuals while also addressing social harms at the city level.
Overall, the actions of the Welfare, Services, and Social Participation Organization of Tehran Municipality demonstrate the commitment and determination of this institution to provide social services and improve the quality of life for vulnerable segments of society. These efforts, especially in the current economic conditions, are commendable and should be regarded as a successful model in urban management.
