Habib Kashani, the treasurer of the Tehran Islamic City Council, presented a report on the income and expenditure accounts of the Tehran Municipality until the end of August 1405 at the 434th meeting of the City Council. He noted that the approved budget for this year is 322 trillion tomans, which is divided into three sections: revenues, capital asset transfers, and financial asset transfers.

Positive Performance in Achieving the Budget

Kashani emphasized that in the five months leading up to August 1405, the municipality was required to achieve 136 trillion and 739 billion tomans of the budget, but with an achievement of 147 trillion and 569 billion tomans, it succeeded in reaching 107% of the approved budget for the five months. This performance indicates a 45% increase compared to the annual approved budget and reflects the effective efforts of the municipality.

He further referred to the revenues generated in different seasons and stated: In the revenue section, the municipality earned 123 trillion and 475 billion tomans, which is 25 trillion and 367 billion tomans more than the approved figure. Additionally, in the pollution fees section, the municipality earned 11 trillion tomans, which is considered a significant success compared to the predicted four trillion tomans.

Challenges and Weaknesses

Kashani also pointed out some existing challenges, stating that in the non-residential infrastructure fees section, revenues have dropped to zero, and it is necessary to investigate and announce the reasons for this situation. Furthermore, 10 trillion tomans of surplus revenue has been carried over from last year to this year, indicating proper financial management.

Mehdi Babaei, the head of the City Council's Safety Committee, also praised the efforts of the Tehran Municipality to increase sustainable revenues and called for more explanations regarding the decreasing items. Zahra Shams Ehsan, the head of the Council's Social Committee, also referred to the payment of contractors' claims and emphasized the need for a report in this regard.

Seyed Jafar Tashakkori Hashemi, the head of the Council's Urban Development and Transportation Commission, stated that deviations from the budget, whether positive or negative, are not appropriate and a report on these deviations should be provided. He also highlighted the importance of allocating credits to priority projects.

Seyed Ahmad Alavi, the head of the Tehran Islamic City Council's Tourism Committee, attributed the municipality's success in the revenue sector to the efforts of the municipality's staff, considering the conditions of war and sanctions. He emphasized the importance of increasing these revenues by comparing the figures of sustainable revenue from last year and this year.

Mohammad Akhundi, the head of the Council's Planning and Budget Commission, evaluated the municipality's performance positively, stating that achieving more than the predicted budget figures is a sign of effective financial management. Nasser Amani, a member of the Planning and Budget Commission, also pointed out the strengths of the report and emphasized the need for balance between resources and expenditures.

In this meeting, the members of the City Council emphasized the necessity of following up and addressing weaknesses, highlighting the importance of continuing efforts to secure sustainable revenues.
