Hossein Rahmaniya, spokesperson for the Administrative and Recruitment Organization of the country, announced a proposal to amend Article 106 of the Management Services Law. This proposal aims to reduce the gap between employees' earnings during employment and their pension rights, and it could create a significant transformation in the lives of millions of retirees.
History of Pension Calculation
Rahmaniya explained that the basis for calculating pensions until 2014 included more components of employees' earnings, but after that, not all components of earnings were considered in pension calculations. This change has increased the gap between employees' earnings during employment and their pension rights in recent years.

Proposal for Legal Reform and Its Goals
The spokesperson for the Administrative and Recruitment Organization emphasized that considering the inflationary conditions and the decreasing purchasing power of wage earners, amending Article 106 could establish a more meaningful relationship between an individual's earnings during employment and their pension rights. Rahmaniya pointed out that many employee earnings such as overtime, shift work, and bonuses are currently not included in pension calculations, while these earnings can constitute a significant portion of an individual's salary.
He noted that this proposal was raised by the head of the Administrative and Recruitment Organization last December, and the government has now submitted this proposal to the Islamic Consultative Assembly with urgency. It is expected that this amendment will be reviewed and approved by the Assembly soon.
Impact on Retirees' Situation
Rahmaniya stated that the main goal of this reform is to preserve the dignity and economic security of retirees, while it can also alleviate some of the problems faced by pension funds. He referred to the issue of equalizing retirees' salaries and said that in the seventh development plan, we aim to bring retirees' earnings to 90% of the salaries of equivalent active employees.
These reforms are designed to create justice in the payment system and improve the quality of life for retirees. Rahmaniya also mentioned the multiplicity of employment relationships in the country, stating that there are about 20 types of employment relationships, which brings its own specific challenges.
Comprehensive Program for Administrative System Reform
The Administrative and Recruitment Organization has been pursuing these reforms under the "Comprehensive Program for Reforming the Administrative System of the Country," and this program has been approved by the Supreme Administrative Council. Rahmaniya emphasized that reforming the payment system, ensuring fairness in employment, and digitizing the government are among the key focuses of this program, and we need the cooperation of the Assembly to implement these reforms.
