Mehdi Babaei, head of the Safety Committee of the Tehran City Council, announced the determination of 97 percent of the damaged buildings in the Third Imposed War and detailed this process. In this war, 51,124 cases of damage to residential units in Tehran have been recorded, of which about 39,000 were minor, 8,963 were moderate, and 750 required reinforcement.

Reconstruction and Renovation Process

Babaei pointed out the changes in damage statistics, stating that some citizens have chosen to demolish and renovate their properties instead of reinforcing them. Ultimately, the number of reinforced units increased to 404, and the number of demolished and renovated units rose to 2,135. He also mentioned the incentives provided for citizen participation in renovation, adding: "The cost of issuing demolition and renovation permits for these units was free, and incentive density was also allocated to the owners."

Temporary Housing Situation and Support

At the beginning of the war, 46 hotels were designated for the temporary accommodation of citizens, and 5,998 people were housed in these hotels. However, currently, only 6 families are residing in the hotels. Babaei stated that all these families have been determined; their residential units have been repaired or rental housing has been provided for them. The municipality has also been responsible for paying housing deposits and rent, and so far, 1,795 housing deposits have been paid to citizens.

He also announced the financial support from the municipality for providing essential living supplies for affected citizens, saying: "So far, 2,662 cases of 100 million Toman city cards and 1,273 cases of 200 million Toman city cards have been allocated to citizens."

Babaei regarding the facilities and support models of the municipality for the reconstruction of damaged units said: "All actions have been carried out directly by the municipality. In the demolition and renovation section, incentives have been provided for citizens to enable them to proceed without construction costs."

According to forecasts, the reinforcement projects will be determined by about the third month of next year. In these projects, the decision-making authority has been entrusted to the citizens themselves, and residential properties have been given a two-year deadline for owners to complete this process.
