The new guidelines from Tehran Municipality regarding the handling of trade obstruction have been implemented with the aim of preserving the public rights of citizens and enhancing urban order. This plan, which seeks to reduce trade disturbances and the occupation of public pathways, has been designed to be completely organized and monitorable.

Steps to Address Obstruction

According to these guidelines, the process of dealing with obstruction begins with the identification and registration of violations. In the first stage, after identification, legal warnings and notices are given to the offenders. If compliance is not achieved, a deadline is set for remedying the violation, and documentation is carried out. If the individual does not take action within the specified deadline, the municipality will enter the phase of removing the obstruction.

In cases where the violation is repeated, the case will be referred to the commission of Article 55, Clause 20 of the Municipal Law. This legal and phased approach allows institutions and individuals to address problems without social tension.

Role of the Municipality and Cooperation with Trade Unions

The responsibility for identifying, preventing, and resolving obstruction cases has been assigned to the municipality of each region. Regions are required to conduct patrols and continuous identification, issue necessary warnings, and implement legal actions. Additionally, they must document and report their performance results.

The Tehran Municipality's City Guard and Boundary Guard Company will also serve as the supreme observer, responsible for continuous inspections and evaluating the performance of the regions. This company is also required to prepare supervisory reports for the Urban Services and Environment Deputy.

The Tehran City Industries and Professions Organization will also play an important role in developing regulations and cooperating with trade unions. The goal of these collaborations is to oversee the proper implementation of processes related to obstruction.

Emphasis on Citizen Rights and Justice in Implementation

These guidelines emphasize the observance of citizen rights, initial notification and warning, legal and phased action, and prevention of social tensions. Furthermore, there is an emphasis on cooperation with trade unions and ensuring justice in the implementation of the plan.

With the issuance of these guidelines, the process of removing trade obstructions in 22 regions of Tehran will be pursued within a unified and assessable framework. The municipality's new approach aims to restore pathways to their original function and protect citizens' right to transit.
