Mohsen Doodangeh, the mayor of District 9 in Tehran, emphasized the importance of renovating dilapidated areas in the west of the capital during his recent meeting and called for the development of localized plans to encourage property owners to rebuild these areas. He believes that accurately identifying the reasons for property owners' reluctance to renovate is the first step in solving this problem.
Challenges of Renovating Dilapidated Areas
Doodangeh, in analyzing the existing challenges, referred to field studies that indicate in some zones, particularly in zone "M", issues such as parking shortages, complexities of acquired rights of leaseholds, and height restrictions have hindered the progress of renovation operations. These obstacles have led property owners of small plots to lack motivation for investing in reconstruction.
Municipality's Proposals to Solve the Problem
Doodangeh continued by discussing the proposed solutions from the municipality to overcome these deadlocks and stated that to navigate these challenges, it is necessary to approve localized and specific plans. These plans will review issues related to parking shortages and commercial acquired rights in zone "M". Additionally, examining the possibility of increasing the occupancy rate in these specific blocks could create an encouraging environment for property owners to provide the necessary motivations for renovating buildings.
Ali Asghar Kamali Zadeh, the CEO of the Tehran Urban Renewal Organization, also referred to the organization's approach in this meeting and said: "We are seeking real facilitation for citizens and believe that by changing the renovation incentive system and focusing on consolidating small plots, we can provide a suitable return on investment for builders. This will also help enhance the environmental quality and safety of residents."
He added: "Our priority in the Urban Renewal Organization is to support plans that, while preserving the acquired rights of owners, expedite and facilitate the process of issuing permits and construction for citizens in underprivileged areas."
This specialized meeting focused on examining the challenges of renovation in the blocks defined by the Urban Renewal Organization and the obstacles to consolidating small properties in dilapidated and inefficient areas of the region. Given the importance of this issue, it can be concluded that cooperation between the municipality and property owners can significantly contribute to the transformation and improvement of living conditions in these areas.
