Mohammad Noori, the Director General of the Office of Self-Assessment Development and Voluntary Compliance of the National Tax Affairs Organization, recently announced new changes in the form of Article 100 of the Direct Taxation Law for the fiscal year 2024. These changes are particularly aimed at small and medium-sized businesses whose total net sales will be a maximum of 72 billion tomans in 2024.
Automatic Adjustments for War Damages
Noori stated that this year, adjustments related to war damages will be automatically applied in tax calculations. Thus, taxpayers will be able to benefit from these adjustments without the need for in-person visits. The Tax Affairs Organization's system will consider these legal adjustments in the calculation of fixed taxes based on the type of activity and geographical location of the business.

Tax Installment Without Settling Previous Debts
Another key change is the facilitation of tax installment conditions for business owners. Unlike previous practices, the installment of tax under Article 100 for the fiscal year 2024 is not conditional on settling previous tax debts. Taxpayers can pay the determined fixed tax over 5 to 9 months, which can alleviate their financial burden.
Noori also announced the provision of smart comparison of fixed taxes with legal calculations. On the final page of the system, a table has been designed that helps taxpayers make more informed decisions about whether to approve the form of Article 100 or to submit a tax return based on similar activities and hypothetical monthly incomes.
Automatic Waiver of Penalties and Accurate Information Registration
The Director General of the Office of Self-Assessment Development and Voluntary Compliance also referred to the automatic waiver of penalties, stating that this waiver will be applied after the final approval of the form and without the need for a separate administrative process. He emphasized the necessity of accurately recording sales information and noted that if a taxpayer's actual sales exceed the figure calculated by the system, the actual figure must be recorded in the system to prevent potential penalties from income concealment.
Information Dissemination and Access Facilitation
Noori further mentioned the timing of the form display, stating that the loading of Article 100 forms has begun in stages, prioritizing lower amounts. Additionally, individuals whose fixed tax for the fiscal year 2024 is calculated as zero will not need to take any action, whether electronically or in person, and their cases will be automatically resolved.
The Tax Affairs Organization will also facilitate access and timely awareness by informing taxpayers about the process of loading forms and key points related to Article 100 through official text messages and valid short codes.
