Mahdi Samimian, the governor of Semnan, emphasized the necessity of utilizing the legal capacities of the country to attract international students during a meeting on the interaction and service provision for international students at the Semnan governorate on Thursday morning. He addressed issues related to admission, accommodation, cultural and social services, transportation, and tourism for international students, referring to the facilities of the universities in the county.
The Need for a Clear Framework for Services
Samimian stressed the need to develop a clear framework for providing services to international students, stating that this framework should be designed in a way that the process from admission to settlement and service provision is coherent and traceable. In his opinion, international students are not only valuable academically but can also act as cultural and tourism ambassadors for the city of Semnan, and their presence can help introduce the county's capacities on an international level.

Familiarity with the Culture and Laws of the Host Community
The governor of Semnan also emphasized the necessity of paying attention to cultural and social differences, stating: "International students must be familiar with the laws, customs, and culture of the host community from the moment they arrive." He continued that universities and related institutions should have specific programs for this matter so that students face fewer challenges in this regard.
Samimian considered organizing the situation of dormitories and accommodation for international students as another important issue, saying: "Alongside attracting students, there should also be planning for suitable accommodation and oversight of their living places to ensure that the services provided meet the needs of this group."
Strengthening Welfare and Tourism Services
He also referred to the necessity of strengthening welfare and transportation services, stating: "The capacity of Semnan Airport and the tourism potentials of the county can be utilized to provide better services to international students." Samimian suggested that necessary planning should be made to familiarize these students with the historical, cultural, and tourism attractions of Semnan.
In conclusion, the governor of Semnan mentioned the establishment of a "one-stop service window for international students" as one of the proposals worth considering. He added: "The processes of admission, document review, qualification assessment, insurance, accommodation, and cultural and social services should be pursued in a clear and coherent manner so that students and universities do not face multiple and scattered processes." This initiative can help facilitate and expedite the processes related to international students and ultimately lead to their increased attraction.
