Mahdi Chamran, the Chairman of the Islamic Council of Tehran, paid tribute to the esteemed martyrs of the Islamic homeland and the Sacred Defense at the 230th campaign of hope and pride and at the inauguration ceremony of the Shahid Azgol Sports Project. He emphasized that even during the war, the construction project of the Shahid Azgol Stadium was not halted, stating: "If urban projects were to be stopped under those conditions, a significant part of the municipality's duties during that time would have been left unfulfilled."
The Role of the Municipality in Crisis Conditions
Chamran continued: "During the war, any part of the city that was attacked and bombed saw the municipality's forces among the first groups to arrive on site to assist the people." He referred to the rescue operations, debris removal, cleanup, and restoration of normal living conditions during that time, adding: "Urban services, firefighting, crisis management, and other sectors of the municipality played a significant role in this regard."

Chamran emphasized the importance of restoring calm to the people, stating: "Being able to quickly return people's daily lives to normal conditions is of great significance. The tranquility of the people holds high value for us, and creating this calm has increased the morale and resilience of citizens against enemy attacks."
Urban Resilience; A Necessary Requirement
The Chairman of the Tehran City Council referred to the concept of urban resilience, saying: "All these actions are directly interconnected, and the result is an increase in the city's resilience. Perhaps urban resilience is not as visible as missiles and defense equipment, but its importance is no less than any of them. A city that can continue to function and maintain the lives of its people under difficult conditions is a resilient city."
Chamran expressed his satisfaction with the development of cities in the country, saying: "We are glad that this movement has not only occurred in Tehran but we are also witnessing development and progress in many cities across the country." He referred to the formation of councils and municipalities arising from the votes of the people, adding: "This has enabled representatives of the people to better pursue the demands and needs of citizens and strive for their implementation."
Ultimately, Mahdi Chamran emphasized that the efforts of the municipality during and after the war not only helped maintain the daily lives of the people but also led to the creation of a resilient city capable of withstanding crises. He regarded this issue as a significant achievement for the urban community of Iran.
