He emphasized that the parliamentarians should avoid creating dual governance and instead focus on the real needs of society.

Khosrowpanah stated that the current plan of the Ministry of Science is not at all suitable for the current situation of the country, saying: "We must pay attention to war victims as a special group and have a comprehensive and principled program for them. Unfortunately, this plan has turned into a raw single article due to a lack of precision and necessary reviews." According to him, this plan not only does not solve the problems of war victims but can also exacerbate social discontent and lead to new discriminations and inequalities in the entrance exam process.

Furthermore, Khosrowpanah warned the parliamentarians that they should not create a dual governance in the country with their immature policies. He stated: "Dual and contradictory policies undermine public trust, and instead, we should focus on unity and solidarity in society."
