Seyyed Mohammad Rahim Mortezaei, the mayor of District 13 of Tehran, announced in his recent press conference that 30 jihadi groups have been identified in 13 neighborhoods of this area as part of a report on the actions of the 'Iran Victory' headquarters. This action demonstrates the serious determination of officials to strengthen the spirit of cooperation and assistance among the people.

Initiation of Jihadi Activities in Neighborhoods

Mortezaei pointed out that more than 80% of the targeted houses planned in the neighborhood centers have been established and are operational, adding: "One of the main objectives of this headquarters is to identify benefactors and those in need, and to create effective communication between doctors and individuals requiring medical services."

As part of this plan, there are also programs to support families affected by the war and to establish Takaful houses. According to the mayor, training in new business models and implementing water and energy conservation programs are among the other actions taken by this headquarters.

Community Engagement; The Key to Program Success

Morteza Haj Ali Khamsa, one of the officials of this headquarters, emphasized during the meeting that "community engagement" should be the main focus of the 'Iran Victory' headquarters. He stated: "The goal of this headquarters is not merely to provide more services, but we must reach a point where people see themselves as responsible for the issues of their neighborhood and bring their human, intellectual, and social capacities to address these issues."

Family-centeredness, mosque-centeredness, and neighborhood sustainability are considered the main components of this approach. Haj Ali Khamsa added: "The municipality should play a supportive and facilitative role in this model and create the conditions for the real participation and role of community groups."

With this approach, the 'Iran Victory' headquarters aims to not only reduce the problems of neighborhoods by creating suitable conditions and supporting jihadi groups but also to strengthen social responsibility and solidarity among neighborhood residents.

Ultimately, it seems that these actions could lead to an improvement in the quality of life in neighborhoods and strengthen social bonds among the residents of each neighborhood. In the current situation, attracting public participation and creating a collaborative atmosphere can serve as an effective solution to various social and economic issues at the neighborhood level.
