Habibollah Taherkhani, Deputy Minister of Roads and Urban Development, in his latest statements referred to the new rental housing scheme and announced that rental prices for income brackets one to six have been specified. This scheme, which has been proposed since the 1980s in the country, is designed to provide housing for individuals who currently need shelter.

Need for support for vulnerable groups

Taherkhani stated that the government must consider solutions for individuals who have no options for securing housing, and he compared this scheme to similar models in other countries. He referred to the successful experiences of countries such as Germany (Berlin) and the United States (New York) in creating rental schemes and stated: "Can we tell everyone to wait until they become homeowners?"

The Deputy Minister of Roads and Urban Development continued: "The policy of making people homeowners is being pursued, but alongside that, we must support certain segments of society either permanently or at specific times in their lives. Young couples are one of the most important target groups of this scheme."

Land identification program and cooperation with municipalities

Taherkhani also announced a land identification program for the construction of 75,000 rental housing units and said: "In this regard, we will cooperate and reach agreements with municipalities and benefactors, providing them with suitable land and facilities so they can manage the construction and management of the units themselves."

He added: "The private sector can also participate in this scheme in the form of Build, Lease, and Transfer (BLO) and Build, Own, and Operate (BOO) models, and after constructing the units, they can rent them out for a specified period."

In this scheme, the minimum rental period is set at five years, and the rent will be determined based on a percentage of the current appraisal rate. For income brackets one and two, the rent is set at 35%, for brackets three and four at 45%, and for brackets five and six at 55%. Contracts will also be signed for a duration of five years, and the conditions of tenants will be reviewed each year.

Taherkhani pointed out that if a tenant becomes a homeowner during this period, they will no longer be subject to the conditions of this scheme, and he referred to the use of data from the automated system, stating: "The information from this system is available to us, and through it, we can learn about the average rental prices in different cities."
