Ali Mozaffari, head of the Association of Marriage and Divorce Registrars, announced in a press conference the launch of a plan that could significantly change the way family contracts are registered. This plan aims to prevent family disputes and enhance the legal security of couples through the official registration of engagement contracts and agreements related to marriage.

The Necessity of Official Registration of Family Contracts

Mozaffari pointed out the problems arising from the lack of official registration of agreements between couples, stating that a lack of awareness in this area could lead to numerous lawsuits and disputes in the future. He emphasized that the absence of official registration could result in the formation of legal cases, and for this reason, making the official registration of engagement contracts mandatory is considered a fundamental initial step in this plan.

According to him, marriage and divorce offices, as official and credible institutions in this field, will be responsible for implementing this plan. Mozaffari explained that these offices, due to their experience and expertise in family matters, can act as a single reference for providing legal services and resolving existing issues.

Details of the Implementation Stages of the Plan

The implementation stages of this plan include several steps. In the first stage, the mandatory official registration of engagement contracts and pre-marriage agreements, the registration of the dowry list, and an increase in fees for executing the marriage contract and explaining the terms of the marriage are considered. In the second stage, the renaming of marriage and divorce offices to "Official Family Document Offices" will take place. This name change is intended to align with the new types of services and the policies of the judiciary.

In the third stage, the development of a comprehensive system for legal and registration services for families is planned, and in the fourth stage, necessary training will be provided to the offices deemed qualified by the association to implement the plan. Mozaffari also mentioned the proposed services for marriage and divorce offices in this plan, which include the registration of engagement contracts, the registration of betrothal ceremonies, and the registration of documents related to marital rights.

Among the benefits of this plan for families are the prevention of family disputes, increased legal security for couples, and the creation of a comprehensive database of family agreements. Additionally, this plan will assist the judiciary and the document registration organization in getting closer to achieving the policies outlined in higher-level family documents by reducing the influx of cases to the courts.

Mozaffari concluded by emphasizing that if the agreements of couples are officially registered from the moment they begin their shared life until dissolution, many disputes will be reduced, and this action can help enhance the legal health of families.
