Ahmad Sadeghi, the head of the Transparency Committee of the Islamic City Council of Tehran, referred to the concerns raised regarding the 'Zero Inflation' plan during the 438th council meeting and emphasized the need to separate this issue from other urban matters. He stated that this plan is not related to the revenues of the urban planning sector and that to prevent a 'mix-up of topics', all issues must be examined transparently.
The necessity of the Tehran mayor's presence for clarification
Sadeghi further mentioned the explanations provided by the mayor of Tehran during a brainstorming session and said that these explanations are not sufficient to resolve ambiguities. He suggested that the mayor of Tehran should come again to the council's public session in the presence of journalists to answer the questions and concerns of council members. This action could help clarify existing ambiguities regarding the 'Zero Inflation' plan and alleviate concerns.

Emphasis on transparency in urban decision-making
The head of the Transparency Committee of the Tehran City Council, emphasizing the importance of transparency in urban decision-making, noted that council members must be assured that the 'Zero Inflation' plan has no connection to urban planning revenues. He added: 'My suggestion is that the mayor of Tehran be invited to the public session to provide explanations so that the mental ambiguity that the mentioned plan is related to urban planning revenues is clarified for everyone.'
This issue arises at a time when the city of Tehran is facing multiple economic challenges, and the need for precise and transparent planning to address these problems is increasingly felt. The 'Zero Inflation' plan, as one of the Tehran municipality's programs, can play an important role in improving the city's economic situation, but for this plan to be implemented, transparency and effective communication between council members and the municipality are necessary.
