Ahmad Moazami Goudarzi, the Technical and Executive Deputy of the City Guard and Urban Protection of Tehran Municipality, announced the start of the organization plan for flower sellers on the way to Behesht Zahra (s). This plan, which began four months ago, is designed to optimize traffic and reduce problems caused by the activities of these individuals in the vicinity of Shahid Hashemi Highway and the entrance to Behesht Zahra (s).
Social Challenges and Concerns
The activities of mobile flower sellers in this area had become one of the main concerns of the people and the traffic police of Greater Tehran. In this regard, the Tehran Municipality was faced not only with street vendors but also with social issues such as child labor and migrants coming from neighboring towns to this area. These issues highlighted the necessity of organizing these activities even more.

Implementation of the Organization Plan
In collaboration with the traffic police of Greater Tehran, the protection unit of Tehran Municipality, the City Guard and Urban Protection Company, and Behesht Zahra (s) Organization, the organization plan for flower sellers has been implemented. In this plan, every Thursday and Friday, actions are taken against street vendors and obstructing vehicles. In certain specific areas, such as Shahid Hashemi Highway and the entrance to Behesht Zahra (s), all forms of street vending have been declared prohibited, and no permits have been issued for the presence of these individuals.
Additionally, in some authorized areas, booths have been set up for flower sellers so that these individuals can continue their activities legally and in an organized manner. This action has significantly contributed to reducing traffic and organizing public space, and it seems that on busy days, including holidays, traffic problems caused by street vendors have been minimized.
Results of the Plan and Its Future
With the implementation of this plan, not only have traffic problems decreased, but social security has also improved, providing a more organized space for citizens. It seems that these actions could serve as a suitable model for other areas of the city as well. On the other hand, the collaboration of various institutions in this plan demonstrates the serious determination of the municipality and police to organize public spaces and create a safer environment for citizens.
