This agreement has been made in line with emphasizing the importance of non-military defense as an unchangeable priority in urban development.
The necessity of securing the capital's infrastructure

He emphasized the necessity of redefining the capital's infrastructure based on sustainability and resilience and suggested that metro lines and multi-story parking lots be used as safe urban shelters.
The Vice President of the Tehran City Council noted that the capital, as the political, economic, and social center of the country, needs to secure vital networks such as water, electricity, gas, and healthcare centers. He also stated that non-military defense in the capital's engineering plan is considered a lifeline and a guarantee of national resilience in times of crisis.
Remembering the epic of the martyred students
Sarvari, recalling the epic of 36,000 martyred students during the Sacred Defense era, pointed to the heavy responsibility that the blood of martyrs places on officials. He emphasized that the preservation of living and educational spaces for the children of this land should be prioritized. According to him, non-military defense should not be regarded as an administrative obligation but should be considered a strategic priority in urban development.
