Abbas Khazaei, head of the permit issuance department of Municipality District 4, announced the reconstruction of 19 damaged properties in the Second Imposed War and said: "In total, there have been about 110 impacts recorded during nearly 70 attacks in the District 4 area."
Status of Damaged Properties
Khazaei pointed out that during the Second Imposed War, 23 properties were classified in grades C and D, adding: "Of these, executive actions have been taken for 19 properties, and the owners have entered the construction phase." He also mentioned the issuance of permits for about 10 properties and stated that other cases are also being followed up.
Challenges and Obstacles to Reconstruction
He emphasized that there are no issues in the permit issuance process for these properties, noting: "With the follow-up of the district mayor, the process of handling the cases is ongoing, and fortunately, there are no serious obstacles to issuing permits and starting reconstruction operations in the residential properties." Khazaei also referred to the existing obstacles in the reconstruction process and said: "Most of our problems are related to organizational and institutional properties, for which no clear decisions have been made regarding construction and how to rebuild them."
He continued: "In some multi-unit buildings, the extent of damage to the units has not been uniform, and this issue has made it difficult for owners to reach an agreement on demolition and reconstruction." Khazaei also mentioned issues such as the owner's absence from the country or the uncertainty of inheritance cases and stated that to prevent delays in the execution process, they have advanced the work by obtaining commitments from the owners.
Facilities for Owners
The head of the permit issuance department of Municipality District 4, referring to the facilities provided for the owners of damaged properties, added: "Facilities such as incentive density and discounts have been considered for the owners. However, the decision on how to construct is up to the owner." Khazaei also said that in some cases, owners are not inclined to receive additional floors and density and prefer the new building to be constructed with the same number of floors and previous area.
With the cooperation of the municipality and builders, efforts have been made to find a builder for the owners who can reconstruct the building with the same specifications and previous area. Khazaei expressed hope that with this approach, they can gain the satisfaction of the affected citizens.
