The Competition Council has made significant changes to the pricing process and the competitiveness index of cars by issuing an updated version of the passenger car market regulation. These amendments, related to the resolution of meeting 869 dated September 15, are particularly important given the current economic conditions and the limited access of automakers to official currency.
Amendments in Calculating the Base Price of Cars
The major changes implemented in this resolution pertain to Note 2 of Article 3. In the previous version, the basis for calculating the competitive base price of similar foreign cars was solely the average one-month rate of the country's official commercial exchange rate. However, in the new amendment, the Competition Council has emphasized that if automakers do not have full access to the official remittance currency, the exchange rate considered in calculating the cost price of domestic cars will be the criterion for calculating the competitive price.

This decision, especially at a time when automakers are facing financial and currency challenges, can prevent an artificial decline in the competitiveness index and product rankings. In other words, these changes help automakers to offer more competitive prices and protect themselves from problems arising from currency fluctuations.
The Role of Domestic Professional Institutions in Determining Car Quality
The second amendment made in this resolution pertains to Note 3 of Article 3. This note allows the Ministry of Industry, Mine and Trade to utilize the capacity of "domestic professional institutions" in determining similar foreign cars for benchmarking and quality assessment. This decision means that experts and credible domestic institutions can play a greater role in the decision-making process regarding car quality and comparison criteria.
This change assures automakers and consumers that the process of determining car quality will be conducted more accurately, and professional institutions can act as credible advisors in this area. This action can also lead to improved quality of domestic cars and increased customer satisfaction.
Additionally, in the background and documentation section of the regulation, the issue of lifting the registration ban for holders of active license plates has also been officially included in the list of removed conditions for buyers. This means that more buyers can take advantage of the available opportunities to purchase cars.
The current passenger car market regulation includes 9 articles and 8 notes, which, after the latest amendments made in meeting number 869 of the Competition Council, will serve as the operational basis for automakers, the Ministry of Industry, Mine and Trade, and the Consumer and Producer Protection Organization. These changes clearly demonstrate the Competition Council's efforts to improve the car market situation and increase transparency in the pricing process.
