The Tehran Municipality has paid special attention to the livelihoods of the city's people with the launch of the Zero Inflation Plan. This plan, designed to keep the prices of 12 essential goods stable, is being implemented at a time when many citizens are facing livelihood challenges. Alireza Nadali, spokesperson for the Tehran City Council, has explained the dimensions of this plan and referred to the requirements and responsibilities of the municipality in wartime conditions.

Responsibilities of the Municipality in Wartime

Wartime conditions naturally require quick and effective responses from governmental and non-governmental institutions. In this regard, the Tehran Municipality, as one of the key institutions in urban management, is striving to help alleviate people's problems by providing necessary facilities and services. The municipality's financial resources mainly come from taxes and levies, which can be used as a tool for managing social and economic crises.

Nadali points out that the municipality's involvement in social and livelihood issues has a long history, and similar actions have been taken in previous periods. He refers to the municipality's activities in cultural and social fields during previous administrations and emphasizes that these actions have been aimed at improving urban quality of life.

Challenges of Integrated Urban Management

Integrated urban management is another topic addressed in Nadali's statements. He believes that this model can help reduce the daily problems of citizens. While many developed countries benefit from this model, it has not yet been fully realized in Iran, and related plans remain under review in the parliament.

To compensate for this gap, the Tehran Municipality has prioritized the establishment of a social headquarters. This headquarters has been formed to increase coordination among various agencies and reduce social harms in Tehran. Nadali emphasizes that although integrated management has not been fully realized, the creation of this mechanism can help improve the social and livelihood conditions of citizens.

The Tehran Municipality also has other facilities besides citizen stores and fruit and vegetable markets. By creating markets throughout the city, this institution can play a role from production to consumption and in the distribution network of goods. These capacities can help meet the daily needs of the people.

Amid criticisms of these actions, some believe that the municipality should spend its financial resources more on construction projects and not engage in livelihood plans. In response to these criticisms, Nadali emphasizes that given the wartime conditions and the problems imposed on the people, these actions are not only necessary but obligatory, and the municipality must continue to provide services in such situations.
