Sadeghi, evaluating the performance of the Planning, Human Capital Development, and Council Affairs Department, elaborated on significant achievements in urban management, particularly mentioning the 'I Am the Mayor' program as a unique experience. He emphasized that the success of urban management cannot be measured solely by construction criteria, stating: "Behind every construction project lies a system of planning, financial discipline, human capital, and transparency that guarantees the sustainability of urban development."

Key Achievements of the 'I Am the Mayor' Program

Sadeghi further detailed the 'I Am the Mayor' program, saying: "In the first phase of this initiative, 345,450 citizens participated in selecting 1,462 projects with a budget of over 3.9 trillion tomans. This figure rose in the second phase to 1,352,256 citizens and in the third phase to over 2,001,481 citizens. Ultimately, in the fourth phase, an unprecedented participation of 2,662,625 citizens was recorded in selecting 3,483 projects with a budget exceeding 10 trillion tomans."

These statistics clearly show that wherever trust is placed in the people, they also responsibly engage in managing the city. Sadeghi added: "Implementing citizen budgeting in Tehran is a lasting model for metropolises that has elevated the role of citizens from mere claimants to partners in urban development."

Emphasis on Financial Discipline and Administrative Integrity

Sadeghi also highlighted the importance of financial discipline and administrative integrity in urban management, stating: "Moving towards performance-based budgeting and enforcing discipline in annual budgets are among the positive actions in the areas of planning and budgeting." He referred to the issuance of 6,878 orders for the status change of veterans and the organization of uncertain personnel as part of efforts to enhance job security for employees.

In the area of training and empowering human capital, holding 4,607 training courses with over 8 million person-hours of training is considered a valuable investment for enhancing specialized skills in urban management. These actions, alongside structural reforms and the development of management systems, also include attention to administrative integrity and transparency.

Sadeghi concluded with hope that the continuation of financial discipline, smart management, process reforms, enhancement of administrative integrity, and expansion of citizen participation would remain the main priorities of urban management in the coming years. He commended all managers and employees of the municipality, highlighting the importance of the 'I Am the Mayor' program as a successful experience in participatory governance, stating: "This program demonstrates the capability and will of citizens in shaping the future of the city."
