Yuri Ushakov, an aide to Vladimir Putin, the President of Russia, announced in a recent interview that Russia is ready to resume negotiations with Ukraine. These negotiations had been halted due to disruptions caused by Ukraine after the State Duma elections held from September 18 to 20.

New Date for Negotiations and National Unity Day

Ushakov further emphasized that the new deadline for starting negotiations is November 4, which coincides with the celebration of National Unity Day in Russia. He also noted that Abu Dhabi, the capital of the United Arab Emirates, has been considered as a potential venue for trilateral consultations.

Vladimir Putin has also recently emphasized Russia's readiness to resume trilateral talks with Ukraine. The aim of these negotiations is to discuss security guarantees for both countries after reaching a definitive peace agreement. Putin has also stressed that these negotiations should address the overall security structure of Europe.

International Meetings and Challenges

Yuri Ushakov also referred to the preparation and organization of an upcoming meeting between Putin, Donald Trump, the President of the United States, and Xi Jinping, the President of China, on the sidelines of the APEC summit. He added that no agreement has yet been reached regarding a bilateral meeting between Putin and Trump, but such international summits provide an opportunity for communication.

Putin's attendance at the G20 summit in Miami depends on the outcome of the APEC summit in Shenzhen, China. The political atmosphere in the United States towards Russia is extremely negative, but the Trump administration understands that engagement with Russia is far better than turning away from it.

Ushakov commented on Europe's interference in Moscow-Washington relations, stating: "Europe's involvement in the conflict and the efforts of European countries to support Kyiv is a key issue in resolving the Ukraine crisis." He also pointed out that Moscow had hoped that after the Anchorage summit, Washington could compel Kyiv to implement the conditions for a peaceful resolution of the Ukraine crisis, but a potential peace agreement still requires more work.
