Rubab Fatima, the Special Representative of the United Nations Secretary-General for Afghanistan, traveled to Kabul, the capital of Afghanistan, on Saturday, October 25, and officially began her work. She is the second woman in the past five years to lead the UN representation in Afghanistan, a responsibility that is of great importance in the current circumstances of Afghanistan.
Challenges Ahead for Rubab Fatima
In the early days of Ms. Fatima's arrival in Kabul, she is expected to quickly meet with Taliban government officials, particularly with Amir Khan Muttaqi, the Foreign Minister. This meeting will be held to discuss important issues such as human rights and the situation of Afghan women employees. Especially since UNAMA, the United Nations representation in Afghanistan, is under pressure to accurately reflect the human rights situation and humanitarian needs.

Currently, for more than a year, Afghan women employees have been prohibited from entering UN offices, and this has severely impacted the aid process for those in need. Rubab Fatima must engage in dialogue with Taliban officials and encourage them to lift this ban. This action is vital not only for women's rights but also for improving the overall humanitarian situation in Afghanistan.
Background and Experience of Rubab Fatima
Rubab Fatima, a Bangladeshi diplomat with over 30 years of international experience, previously served as the Deputy Secretary-General and Senior Representative of the United Nations for the Least Developed Countries. She also has a background in the embassy and permanent representation of Bangladesh at the United Nations and was appointed as the first woman to head the Peace and Reconciliation Commission in 2022.
Throughout her years of service, Ms. Fatima has worked in various fields including human rights, climate change, and migration as a regional advisor. Her proficiency in English, Hindi, and Urdu will also help her establish effective communication with the international community and local officials.
In various surveys and reports, the lack of local female employees has been identified as a key challenge in the aid process for women in need. As the new United Nations representative, Rubab Fatima must address this issue and change the current policies of the Taliban.
Mullah Abdul Ghani Baradar, the Taliban Deputy Prime Minister for Economic Affairs, recently urged UNAMA to remain neutral in its reports and analyses and to pay attention to Afghanistan's economic and security achievements. He emphasized that only the negative aspects of the situation in Afghanistan should not be highlighted.
The most important meeting ahead for Ms. Fatima will be the coordination meeting on aid for Afghanistan, which will be held in Doha. As the new head of the United Nations in Kabul, she must attend this meeting and discuss the humanitarian situation and needs of Afghanistan.
Overall, Rubab Fatima faces significant challenges, but her experience and capabilities can help improve the situation in Afghanistan. The country is currently facing humanitarian and economic crises, and any changes in the policies of the Taliban government could have a profound impact on the lives of millions of Afghans.
