Reza Navaz, spokesperson for the country's fuel stations, recently announced the government's policy to set the fourth gasoline rate. This action is aimed at controlling fuel consumption and achieving justice in fuel distribution. Navaz stated: "Those who, for any reason, need to consume more in a month should not run out of gasoline, and obtaining fuel at the fourth rate is a solution to meet their needs."

Four Price Tiers for Fuel Consumption

Navaz explained this new policy by saying: "The first rate will be 1500 tomans, the second rate 3000 tomans, and the third rate 10,000 tomans, with the fourth rate set for consumption exceeding these tiers." According to him, it is estimated that about 90 percent of car owners will be able to use the first three rates. Meanwhile, a limited group of consumers with very high consumption will be able to pay the fourth rate at a higher price.

Examining Economic and Social Impacts

The spokesperson for the country's fuel stations further addressed concerns about the inflationary effects of setting the fourth gasoline rate and said: "The examination of the economic impacts of gasoline price increases falls within the expertise of economic specialists. We operate in the executive sector and have no role in setting prices and quotas." He also referred to changes in the exchange rate in recent years and added: "Changes in gasoline prices can have more specific effects on the economy and people's livelihoods, but given the continuous fluctuations in the exchange rate, the impact of increasing the third rate to 10,000 tomans should not be overestimated."

Navaz emphasized that since 85 percent of people still use the previous rates for refueling, the increase in gasoline prices for some consumers cannot be solely considered a factor in creating inflation in the country. He continued: "Defining the fourth rate can help differentiate consumer groups and assist in managing fuel consumption."

Advantages of the Fourth Rate for Consumers

Navaz pointed out that defining the fourth rate allows for the identification of actual high-consumption consumers and clarifies how many individuals with very high consumption are willing to pay the fourth rate or prefer to reduce their consumption. According to him, this mechanism helps control consumption and prevents price increases from being imposed on all consumers.

In the current situation, this policy can be seen as an effective solution for managing fuel consumption and allows policymakers to more accurately differentiate consumer groups. Navaz concluded: "By implementing this model, we can get closer to justice and help high-consumption consumers make better choices."
