Nasrollah Abadian, Deputy of Urban Planning and Architecture of Tehran's Mayor, in a meeting emphasized the necessity of avoiding overlapping work between the Urban Planning and Architecture Department and the Municipality's Research Center, stressing the need for a clear division of labor between these two entities. He said: "We must plan in such a way that part of the studies required by the Urban Planning Department is conducted by the Research Center to prevent the repetition of research activities."
The Necessity of Examining Research Prerequisites Before Budgeting
Abadian, referring to the approaching budget season, emphasized that the Planning Department must review the proposed projects for the year 1406 in terms of research prerequisites at the Research Center before submission and identify their research needs. He also pointed out the necessity of accurately defining the scope of services to achieve effective regulations in the field of urban planning and noted that this requires conducting preliminary studies and examining the effectiveness of the scope of services.
Public Transport-Based Development and Service Delivery Challenges
The Deputy of Urban Planning and Architecture of Tehran's Mayor, referring to the topic of public transport-based development (TOD), said: "If the Urban Planning Department enters this area, the necessary foundational studies must be conducted so that if needed, there is the possibility to refer to supporting documents and valid research foundations." He also emphasized the necessity of developing an action plan for the integration of suburban transport and added: "If we are looking to improve the quality of life in Tehran, we must enhance the level and quality of many urban services."
Abadian further pointed out the ongoing efforts to develop a tourism document for the city of Tehran, identifying the shortage of accommodation capacity and the provision of 85,000 hotel beds as significant issues in this area, stating: "To achieve this goal, the necessary supporting and research document must be developed."
He also emphasized the necessity of cooperation among various urban management sectors in advancing the public transport-based development approach and expressed his expectations from the Research Center regarding the preparation of supporting and scientific studies. Ali Shamsipour, head of the Research and Planning Center of Tehran, also referred to the share of research budget in national documents and macro-policies and spoke about the existing limitations in research activities.
