Nader Yarahmadi, the head of the Foreign Nationals and Immigrants Affairs Center of the Iranian Ministry of Interior, recently announced in a press conference that migrant children with incomplete documents will not be excluded from education. This statement was issued to facilitate educational opportunities for foreign students in the current academic year.

Conditions for Enrollment of Foreign Students

Yarahmadi explained the conditions for enrolling foreign students, stating that the enrollment guidelines for these students have been issued with the signature of the Minister of Education and various residency statuses have been considered. Migrant parents with valid residency documents can enroll their children in schools even if their residency documents are incomplete, and they can complete the documents throughout the academic year.

The Necessity of Having a Legal Residency Permit

He also referred to individuals who only have one side of their passport and the other side a census sheet, stating that merely having a passport does not constitute a residency permit in Iran. Individuals must also obtain a legal residency permit alongside their passport. Yarahmadi emphasized that there is no deadline set for applicants to visit the sponsorship offices in the center's guidelines.

This official also pointed out potential problems for applicants visiting the offices, stating that some may face issues due to incomplete documents, lack of insurance, or inability to meet the required conditions. However, the directives regarding the education of the children of foreigners have been sent to all offices, and the processing of these matters has been facilitated.

Status of Children Without Identity Documents

Yarahmadi explained that for children who have neither themselves nor their parents any residency documents or even documents to prove their nationality, this situation is not defined in Iran's residency laws, and these individuals cannot proceed with enrollment without going through legal procedures. He reminded that even with identity documents such as a passport or a certificate verified by the embassy and police, legal procedures and obtaining a residency permit are essential.

Costs Related to the Education of Migrant Children

Yarahmadi also announced the cost of issuing a study permit or introduction letter for foreign students to be 171,000 tomans. This amount is approximately equivalent to the fee charged for providing similar services to Iranian nationals. He added that this measure is intended to facilitate educational conditions for migrant children.

Overall, these decisions and actions by the Iranian Ministry of Interior reflect efforts to improve the educational and living conditions of migrant children and provide them with the opportunity to study. This issue not only pertains to the rights of children who have been forced to migrate for various reasons but also impacts the future of society.
