Mahdi Mazinani, the head of Tehran's Urban Periphery Department, in his latest statements referred to the status of illegal constructions in the capital's periphery and discussed the efforts made to address these violations. He proudly announced that since the time of the imposed war, 95% of illegal constructions in Tehran's periphery have been addressed, and follow-ups are still ongoing.

Challenges of Construction Violations and Periphery Management

Mazinani also pointed out the existing concerns regarding areas with management overlaps and said: "Dealing with construction violations in the immediate vicinity of Tehran, including regions 15, 18, 19, and 20, faces serious challenges. In these areas, municipalities are confronted with a shortage of manpower and executive capabilities, and these legal barriers prevent them from directly engaging in executive operations."

He continued: "In some cases, municipalities are forced to collaborate with the Agricultural Jihad to address violations. This legal gap has allowed some opportunistic individuals to exploit the situation, leading to an increase in violation statistics in these areas."

Collaboration with Relevant Institutions and Legal Follow-ups

Mazinani further referred to the collaborations made with the Council for the Preservation of Public Assets and the Governorate, stating: "We have conducted correspondence to utilize existing capacities to resolve the remaining violations. Fortunately, good follow-ups have been made in this regard, and there is also appropriate collaboration."

The head of Tehran's Urban Periphery Department emphasized the statements of Mahdi Chamran, the Chairman of the Islamic Council of Tehran, regarding the necessity of preparing a unified management bill for the capital's periphery, saying: "The municipality is obliged to prepare the relevant bill within four months. During this time, we will hold detailed meetings with all stakeholders of the capital's periphery to reach an agreement and interaction in this regard."

Mazinani concluded by emphasizing his concern about the persistence of construction violations in these areas with management overlaps and expressed hope that, with the cooperation of responsible agencies, existing obstacles would be removed and the process of dealing with illegal constructions would be expedited.
