Abdulmajid Rahmani, the CEO of the Welfare, Services, and Social Participation Organization of Tehran Municipality, announced the start of the "Safe Shadow" plan. This plan is designed to create suitable conditions for divorced children to meet at social service centers. Rahmani emphasized the importance of synergy among responsible agencies and community participation, stating: "The presence of representatives from various agencies and community organizations alongside each other demonstrates the urban management's approach to utilizing inter-sectoral capacities to resolve citizens' issues."
Targeting to Reduce Social Harms
Rahmani, referring to the delegation of five social axes to Tehran Municipality in 2023, said: "Topics such as marginalization, beggars, working and street children, moral corruption, and addicts have been pursued within the framework of the delegated authorities." He also mentioned that new issues such as divorce, alcohol consumption, and suicide have been highlighted as priorities by the Mayor of Tehran.

The CEO of the Welfare, Services, and Social Participation Organization emphasized support for families of prisoners and their children, noting that this organization aims to provide training, empowerment, and support to families so that needy families can benefit from services tailored to their circumstances.
Suitable Space for Children’s Meetings
Rahmani also highlighted the importance of providing a suitable space for divorced children's meetings, stating: "Previously, meetings were held in police stations, which is not an appropriate environment for children." Therefore, it has been decided that the social service centers of Tehran Municipality, in addition to their ongoing missions, will also address this issue and provide a calm and safe environment for divorced children to meet.
Rahmani continued, saying: "The social service center in Region 6 has been chosen as the starting point for this plan to create suitable conditions for divorced children to meet." He emphasized that cooperation between the judiciary and preventive police is crucial for the implementation of this plan, and urban management is ready to facilitate the execution of this program by creating coordination and synergy among responsible entities.
Effective Role in Reducing Social Harms
Rahmani stressed the necessity of considering the conditions of visiting families, emphasizing that the mission of social service centers is not limited to providing meeting spaces; it is also essential to create social work files for families and pursue the necessary supportive services. He added: "The Welfare, Services, and Social Participation Organization strives to play an effective role in solving family problems and reducing social harms by utilizing existing capacities."
Rahmani also emphasized the need to support children and adolescents, especially those from families involved in divorce or with imprisoned parents, stating: "If these groups do not receive the necessary support in a timely manner, they may face more problems and harms in the future."
Finally, Rahmani, referring to the experience of cooperation among various agencies in organizing working and street children, emphasized that inter-sectoral collaboration can play a significant role in identifying, supporting, and addressing children's issues.
