Hamidreza Rastgar, emphasizing the necessity of planning to meet the mobile phone market's needs, added: Today, mobile phones are no longer a luxury item but have become one of the essential tools of people's daily lives, and planning for their legal import must align with the country's needs.

Meeting Market Needs and Pricing

He pointed out the existing limitations in mobile phone imports, stating: Considering that a significant portion of the mobile market's needs is met through imports, the price of this commodity is determined according to the exchange rate used in imports, whether in euros or other currencies, and naturally differs from domestically produced goods.

Rastgar added: By planning and utilizing the capacity of economic relations with Iran's trading partners, part of the country's import needs can be met through bartering; meaning that Iran's exported goods can be exchanged for the necessary imported goods.

The Necessity of Solving the Registration Problem

A member of the Tehran Chamber of Guilds stated that the government's main focus at the moment is on securing raw materials and essential goods, emphasizing: However, mobile phones have also become a necessary commodity and cannot simply be categorized as decorative or insignificant items. If legal import planning for this commodity is not aligned with market needs, it will create opportunities for illegal entry and smuggling.

He continued: The government has implemented strict limitations and oversight mechanisms to prevent the entry and use of smuggled goods, but alongside these measures, necessary solutions for legally meeting market needs must also be anticipated.

Rastgar further referred to the suspension of the registration of certain mobile phones, stating: Within the framework of the guidelines related to combating smuggling, the registration of some phones has been halted. This issue includes several phones that have entered the market but have not been able to be registered due to differences in the registration process or import conditions.

He mentioned the follow-ups conducted to resolve this issue, stating: In meetings held regarding this matter, efforts were made to ensure that as many phones as possible, which people have purchased and hold for personal use, can be registered if there are no legal obstacles and the necessary conditions are met, so they do not fall out of the usage cycle.

Rastgar stated that the Mobile Phone Union and the Chamber of Guilds are also pursuing the resolution of this issue, saying: We hope that the existing obstacles will be removed as soon as possible; because mobile phones are a necessary commodity for the people, and the possibility of legal procurement and use must be provided.

He mentioned that the suspension of registration was supposed to be applied for one week, stating: Currently, it is not possible to announce a definitive timeline for resolving this issue, but we hope that with the follow-ups made, the existing obstacles will be removed, and phones that meet legal conditions can re-enter the usage cycle.
