The first phase of the Imam Khomeini Highway project, approximately 2.5 kilometers long, includes access from the north to the west of the Imam Khomeini Highway from Imam Street to Fath Square, and was inaugurated in September of this year. Hojjatoleslam Seyyed Mohammad Aghamiri, the head of the Urban Development Committee of the Tehran City Council, noted in the 433rd council meeting that this project started in the 1990s and only reached limited operation by 2012.
Challenges of Property and Utility Opponents
Aghamiri further pointed out the challenges facing this project, stating: "60 to 70 percent of the time spent on large urban projects is devoted to resolving property and utility disputes." He mentioned the difficulties in land acquisition along this route, adding: "This project faced significant property disputes, including 27 registered plots comprising 90 residential units and 11 warehouses of the Ministry of Education in districts 9 and 10, which were acquired with the efforts of the mayors of the districts and the Urban Development Department."

Hope for Reduced Traffic Congestion
The head of the Urban Development Committee of the Tehran City Council also addressed the utility challenges of this project, noting that "the surface water channel (Gholgholi) required the acquisition of surrounding residential units, which was successfully completed." He also expressed dissatisfaction over the lack of invitation for committee members to the inauguration ceremony but simultaneously thanked those involved in the project. Aghamiri expressed hope that with the completion of the second phase of the Imam Khomeini Highway, which includes the west-to-north route, traffic congestion in western Tehran will be further reduced.
The second phase of this project is scheduled to be inaugurated in November of this year, and according to Aghamiri, this covered section, 550 meters long, is another feature of this project. With the completion of this section, it is expected that the quality of life in this area will improve and citizens will face less traffic.
