The government of the Islamic Republic of Iran has issued a regulation to manage the commuting of employees with the aim of reducing fuel consumption, traffic, and air pollution. This regulation, approved in the meeting on October 14, 2026, instructs executive agencies to utilize remote work as an efficient method.

Details of Remote Work and Responsibilities of Agencies

According to Article 3 of this regulation, executive agencies are required to have employees whose activities can be performed remotely work at least two days a week from home. This action must be carried out without disrupting the continuation of services of the agencies, and a secure and clear mechanism for managing the tasks of remote employees must be provided.

According to Article 2, executive agencies must achieve goals within a maximum of three years, based on which at least 70 percent of employees will use alternative commuting methods such as walking, cycling, public transportation, or carpooling. Additionally, the share of personal vehicle use has been limited to a maximum of 30 percent of employees.

Car-Free Day and Encouragement to Use Public Transportation

Agencies are required to collect and analyze information related to the residence and current commuting methods of employees with their consent. This information will be used to develop a travel management program for employees. According to the note of Article 2, each executive agency must designate one day a week as "Car-Free Day" and encourage employees to use alternative commuting methods. On this day, the organizational parking will only be available for organizational vehicles.

Agencies are also required to encourage employees who do not use personal vehicles within the framework of approved budgets and to take measures to provide facilities for the use of bicycles and electric vehicles. According to Article 6, the monthly commuting allowance will only be granted to employees who do not use personal or organizational vehicles for commuting or who come to work using public transportation.

The priority for using the dedicated parking for employees will be given to individuals with special conditions, including people with disabilities, patients with special needs, and mothers with infants, as well as organizational vehicles, electric and shared vehicles, and employees who cannot use public transportation.

Emphasis on Holding Virtual Meetings and Replacing Gasoline Vehicles with Electric Ones

According to Article 7, meetings, sessions, training courses, and administrative activities that can be held without the physical presence of employees must be conducted virtually. Additionally, issuing permits for in-person missions for activities that can be performed online is prohibited, and other in-person missions must be conducted with the necessity of physical presence confirmed by the highest authority of the agency or an authorized official.

In another section of the regulation, executive agencies are required to replace gasoline organizational vehicles with electric and hybrid vehicles. The purchase of domestically manufactured passenger cars and pickups is also permitted within the approved budget ceilings, prioritizing electric, hybrid, and dual-fuel vehicles.

The Administrative and Recruitment Organization of the country is required to develop performance evaluation indicators for agencies in implementing this regulation, and the results of its implementation will be considered in the annual evaluation of agencies at the Shahid Rajaei Festival.
