Needs of International Students Beyond the University
He pointed out the two-year experience of the Student Affairs Organization in the field of international students, stating: "The issues and needs of these students are not limited to the university environment, and a significant part of their lives takes shape in the urban space; therefore, planning must be done for various aspects of foreign students' lives in social, cultural, welfare, economic, sports, and tourism areas."

Local Support and Capacity Development
The Deputy for Scholarships and International Student Affairs of the Ministry of Science, Research, and Technology added that Semnan is one of the few cities where various businesses and sectors have approached the Ministry of Science to support the attraction of international students and have expressed their readiness to develop this capacity.
Ghanbari Baghestan, referring to the support of provincial management for the presence of foreign students at Semnan University, reminded: "The cooperation of the governor, the mayor, the representative of the people in the parliament, and provincial managers with the university is an important capacity for strengthening the presence of international students in Semnan."
He continued: "The presence of international students not only has scientific achievements but also has economic and social impacts for the city and province and can help boost some urban activities and create jobs; therefore, maintaining and developing this capacity requires the participation of a range of executive bodies, municipalities, businesses, and cultural and social institutions."
The Deputy of the Student Affairs Organization of the Ministry of Science also emphasized the necessity of mutual interaction between foreign students and the host community, stating: "International students must familiarize themselves with and adhere to the laws and regulations of the country while also establishing a proper connection with the ecosystem, local identity, culture, and society of Semnan."
Ghanbari Baghestan stated that there are specific guidelines and regulations for the presence and activities of international students, adding: "The Ministry of Science, in cooperation with Semnan University, is pursuing the precise implementation of regulations and raising awareness among students to ensure their presence continues within the framework of regulations and with appropriate interaction with the local community."
He also mentioned the Iraqi students at Semnan University, saying: "One of the important issues is to provide conditions for the return of current students and the continuation of their presence at the university; as maintaining these students is important not only from a scientific perspective but also economically and in terms of employment for the county."
The Deputy for Scholarships and International Student Affairs of the Ministry of Science noted: "Providing cultural, social, welfare, tourism, sports, and recreational services at the city level can improve the experience of foreign students in Semnan and create the grounds for increasing the number of international students and enhancing the status of Semnan University."
