Abbas Basafa announced the start of the implementation of the plan to use bank cards for refueling in Tehran during a radio program. This plan is designed and implemented to facilitate the refueling process and increase transparency in fuel supply. With this action, the main goal is to reduce dependence on personal fuel cards and prevent off-network fuel supply.
Details of the refueling plan with bank cards
Basafa explained how to refuel with a bank card, saying: "Each individual can easily refuel at a gas station using a valid bank card. After swiping the card, they receive a voucher containing a four-digit code, which is used to complete the refueling process." This system is designed in such a way that there is no need to receive SMS or send information via mobile phone, and all stages of authentication and token issuance take place on-site.

Refueling limit and infrastructure security
The manager of the smart fuel system also announced that the current refueling limit for each individual is set at 25 liters per session. He emphasized the security of the infrastructure of this plan, stating: "One of the reasons for designing this method was to create an alternative refueling method so that in the event of technical, security, or cyber issues, the refueling process would not be interrupted." Basafa also noted that personal fuel cards remain in effect and their quotas will be charged according to the previous routine.
Basafa further discussed the use of license plate recognition cameras for fuel management, saying: "This issue has been examined, and various plans in this regard have been evaluated, but due to challenges such as plate quality, environmental conditions, and the cost of professional equipment, it has not yet reached the implementation stage."
He also stated regarding diesel smuggling and the possibility of further smartening this sector: "In the diesel sector, there are online systems, and the quotas for the fleet are charged in the vehicle's fuel cards based on the information and performance sent by the Road Maintenance and Urban Development Organization." Basafa emphasized that the main goal of using modern technologies in the smart fuel system is to reduce smuggling and prevent off-network supply.
