The name Mostafa Niazarzari, son of Kiumars Niazarzari, has repeatedly come up during the investigation of Akbar Tabari's case. Kiumars Niazarzari, the former director of intelligence for Mazandaran province, had previously been arrested by the Judiciary's Intelligence Protection.

The Shayan Circle and Suspicious Activities

Mostafa Niazarzari has also been introduced as one of the members of the "Shayan Circle"; a group consisting of Rouhollah Razavi, Mohammad Hadi Momenin, Ehsan Tiri, Mostafa Niazarzari, and Mohammad Javad Bavand. These individuals have been accused of being part of a network involved in oil sales, financial resource transfers, and sidelining trust competitors.

According to the allegations, members of this network have made extensive investments and purchases in Iran using resources obtained from trust activities and oil revenues. One of the mentioned cases is the project for importing two thousand ambulances under the guise of charitable activity. It is said that out of the promised two thousand ambulances, only 20 were imported, and the fate of the financial resources related to the remaining 1,980 units is unclear.

The purchase of steel factories in Iran is also among the activities attributed to this network. Based on these claims, individuals have been introduced as official owners and managers of these factories, while the actual owners and operators have remained behind the scenes. Investment in petrochemical industries and the purchase of luxury properties, buildings, and offices are also among the actions attributed to this group.

Return and Financial Transfers

Mostafa Niazarzari left Iran in 2019, coinciding with the mention of his name in Akbar Tabari's case and some of the accused in this case. He returned to Iran in 2021 and resumed his activities under the guise of charitable work and entering the steel industry.

It is said that after his return, Niazarzari began collaborating with Karim Fathi, one of the powerful figures in the steel market. This collaboration led to the establishment and participation in factories in Qom and Azerbaijan. According to existing allegations, Mostafa Niazarzari entered the steel market by operating behind Karim Fathi's name and utilized the capacity of these factories for transferring and laundering financial resources.

Renting the CIP section of Mehrabad Airport for a monthly fee of 15 billion tomans is another issue raised in this context. It has been claimed that the facilities of this complex were used for the import and export of various goods.

The initial manager of this complex has been identified as a person named Mobin. He was removed from management after discovering the transfer of gold and currency by airplane from Istanbul. Meanwhile, the CIP facilities at Mehrabad Airport were also used to provide special services to mid-level and senior managers of various offices and institutions.

The Role of Karim Fathi and Others

Karim Fathi, an influential and powerful figure in the steel market, is also known as a supporter of sports. However, in this context, the name Mohammad Reza Miri Lavassani, the current CEO of Tavan Insurance, has also been mentioned in connection with Niazarzari, and it is claimed that 70% of Tavan Insurance's shares were purchased or transferred with financial resources obtained from trust activities.
