Li Mingbo, Deputy Director of the Greater Bay Area Institute in Guangzhou, believes that China must draw inspiration from the successful experiences of the U.S. in attracting foreign talent to strengthen its position in the global technology arena. Iran and Other Countries as Sources of Technology Talent
Li Mingbo emphasized that countries like Iran, Russia, and Ukraine have outstanding engineers, mathematicians, and technology specialists who can be attracted to China through specialized technical immigration pathways. This point indicates that China should seek solutions in its planning that facilitate the attraction of these talents. In its 2026 to 2030 five-year plan, China has targeted the establishment of a special immigration system for advanced technology talents. This program reflects China's serious determination to compete in the global technology arena and to acquire elites in this field.Visa "K" and Facilitating the Immigration Process
Beijing has previously created the "K" visa for young foreign professionals in the fields of science, technology, engineering, and mathematics. This visa allows these individuals to enter, reside, and work without the need for a Chinese employer or inviting entity. This policy could serve as a special attraction for foreign elites who wish to work in China. Li Mingbo has also suggested that a unified identity system for foreigners in China be established. This system could connect banking services, residency, transportation, and employment to a permanent ID. This measure could help reduce the complexities and issues present in administrative processes for migrants. Additionally, Li pointed out that standardizing English signs and adding an English interface to navigation and ride-hailing apps are among his other suggestions that could enhance China's appeal to foreign professionals. Given the increasing competition in the global technology arena, it seems that China should move towards a more open immigration policy aligned with contemporary global needs to be more successful in attracting international talent. These changes could help China become one of the main destinations for technology elites globally, and in this path, utilizing the successful experiences of other countries, including the U.S., could be enlightening.Read more: National AI Development Law; A Leap Towards a New Future · Saudi Arabia has turned to China and Iran to reduce tensions in the Red Sea
