The increase of technical inspection lines in Tehran to 66 heralds positive changes in the area of service delivery to vehicles and their owners. Mohammad Mehdi Rezazadeh, CEO of the Central Technical Inspection Company of Tehran, announced in an interview with Hamshahri TV the measures taken to equip technical inspection centers and improve services for citizens.
Status of Technical Inspection in Tehran
From the beginning of this year until September, about 560,000 vehicles have visited the technical inspection centers in Tehran, and 90 percent of them successfully received their inspection certificate on the first visit. This figure has slightly decreased compared to last year, partly due to the conditions resulting from the imposed war. With the approach of the second half of the year, necessary measures have been taken to manage peak visits and provide better services.

In recent years, the equipment of some technical inspection centers, which were established 15 to 20 years ago, has been modernized, and since 2021, a program has been launched to update the technical inspection lines. With a budget of over one million dollars, by the end of 2022, 32 lines for light vehicles and 3 lines for heavy vehicles were completely updated.
Improvement of Services and New Facilities
During this period of urban management, the capacity of technical inspection lines has been increased so that now about 3.5 million vehicles with Tehran plates can receive technical inspection services. Additionally, 11 mobile technical inspection lines for vehicles and 3 technical inspection lines for motorcycles have been added to the collection. Furthermore, a special technical inspection center for buses of the Unit Company and a dual-line technical inspection center for light vehicles in Region 14 are under construction, which is expected to be operational by October.
The operating hours of the technical inspection centers have also increased, and about 80 percent of the centers are active on holidays. Online appointment scheduling through the Shahrzad system helps citizens reduce long queues for technical inspection and save time.
Despite the efforts made, the number of motorcycle visits to technical inspection centers is very low. Last year, 3 mobile technical inspection lines for motorcycles were launched in Region 12 of Tehran, and the police guided over a thousand motorcycles to receive technical inspections in an advisory plan. It seems that a legal requirement for motorcycles to visit technical inspection centers could influence the acceptance of this plan.
The law prohibits the operation of vehicles without a technical inspection certificate and imposes a fine of 100,000 tomans for vehicles that do not visit within the specified time. This amount does not seem to have sufficient deterrence, and it is suggested that the fine be calculated continuously to encourage drivers to comply with this law.
Ultimately, the modernization of equipment and improvement of infrastructure in technical inspection centers demonstrate the urban management's determination to enhance the quality of services to citizens. However, monitoring the performance of technical inspection centers must still be a focus to ensure that all vehicles are inspected under suitable conditions.
